Summary

Nigeria’s Executive Order 9 (EO-9) is shaking up the oil and gas sector with promises of a fiscal reset worth nearly ?2 trillion in 2026. However, beneath the headline numbers lie a complex mix of opportunity, risk, and political timing that could redefine petroleum governance or destabilize it. The EO-9 changes the following;
1. Immediate Cash Injection: Redirects management fees, frontier exploration funds, and gas flare penalties straight into the Federation Account.
2. Suspension of PIA Provisions: Overrides parts of the Petroleum Industry Act, stripping NNPC Limited of certain entitlements.
3. Contractor Burden: PSC contractors now remit royalties and taxes directly, effectively monetizing sovereign barrels without commercial fees.
4. Gas Flare Penalties Reassigned: Funds meant for infrastructure development are diverted to government coffers

Key Messages

  • EO-9 is expected to unlock nearly ?2 trillion in additional government revenue in 2026 by redirecting key petroleum-related revenues into the Federation Account.
  • Production Sharing Contract (PSC) contractors face increased fiscal obligations, as they are now required to remit royalties and taxes directly to the government.
